I've seen it (windwaker) and was wondering is it something special that is done? How is it done? I didn't know if this was 2-d or 3-d so i put it here.

The easiest version I have seen is Digimation Illustrate! for 3DS Max. There it's a simple render engine and nothing more (if you want get nit-picky, it is possible to mix and match 3-D and cel).

That's how. You just run the wizard for Illustrate, its sets up the render engine (replaces your draft render) and bam, you render cel just like you would regular renders. And, it will even render to stuff like Illustrator format.

Very groovy. Not cheap, about $500 US. But, if you can happen around a machine running 3DS, there's money somewhere about, right?
