Import into milkshape and on tools menu there is a poly reducer its as easy as that 30 day free trial if you dont have it search on google.

I have lowered it to about 5100, manually. But here is a new animated version that i am going to put into fallout 3, which is 8### poly (some how )

yes it does. MS3D is the full version its just that after 30 days it doesn't let you use it anymore.
