Well for this you need Ply's Mod, a lot of scripting knowledge and physics knowledge, and you need a water decal.

And you need to be a math expert.

I made a simple version of this, where the player floats in the water....

I'll link it up, it's about 3/4 of the way down:

Bear in mind that it only works on the player, and you'll need Ply's Mod to run it. EFX is discontinued, so I wouldn't recommend using it....
