Yes, importing custom charcters is possible, but you will need permission to re-distribute other people's media.
So, either the products license has to allow for you to use it or you need their written permission.
Not many are going to let you re-distribute the media unless it is protected and you are releasing it free of charge as a fan-based tribute.

But for making your own personal games for fun that you don't intend to sell...check out FragMOTION and MilkShape 3D.
Both of those were made to modify games, so they can handle most of the popular game model formats!
Plus, they are both really affordable ($35 and $25), so you can buy them both for about $60. (I use both)

Plus you will have to do a lot of crap to get them to even work.

Yeah, but this topic has been covered plenty of times, so there is more than one thread explaining how.
Just search for importing models, or Milkshape, etc.

Well, he really ought not to. Inevitably this will lead to him managing to get the HL2 zombie into milkshape, then uploading the file asking us to port it in game for him. At least, that's what usually happens.

That is why we need to give him accurate info, such as a Yes instead of a No, and then send him on his search.
Lead him to discovering the way for him to do it himself and maybe he won't ask you to do it for him.
Yes, it is easy to spot the people who do not read the manual, but they are not bad for it, just anxious.

You may find that if you try distributing from these forums or links to any kind of material from these forums containing models or any other kind of copyrighted material or materials that may have intellectual property rights attached to them from any game or any other source made by anyone else either an individual or not, it may not be allowed here.

The answer therefore is likely to be No unless you have explicit consent from an original author to do so and even then whether or not such material or links to such material will be allowed here is very much at the descretion of the Moderators.
