I think you're after "Dark GDK", two boards below this one...
But in answer to your question: All you have to do is is open Microsoft Visual C++. On your first run, you should see a dialogue box saying something about initialising or preparing settings. (I can't remember the exact wording, it's a while since I installed DGDK). That message box will never appear again, but if it has been shown then you're safe to install DGDK and then you'll get access to the 2d/3d game wizards.
