Is there any way that, say you were on a square polygon, that you could create a circle on it and extrude the circle off that polygon.

I would go into edit mode, create some edge loops, shape the vertices into a circle, then extrude.

Here's what I mean:

And then you have you just extrude:

Select the line, press W->Subdivide.

If you have an edge selected, 'W'->'Subdivide' will divide it into two parts, creating a vertex in the middle, 'W'->'Subdivide Multi' will create multiple vertices on that edge, and CTRL-'R' will allow you to create an edge loop, which will split every edge it goes through into two pieces.
