Hey,
Im using wings3d for my modeling and a would like to know how to make a skeleton or if you even can make a character skeleton.

Wings 3d is very famous for to be a good Tool of modeling and also famous for not have function of animations

You can use milkshape a very not expensive program

In the fpsc community docs it suggests using an anim package such as fragmotion to strip out the model leaving the skeleton and then apply your own model (from wings?) This way you end up with a model that is reday to be used in fpsc with all current anims available
