Is there a way to make the slow waves in Sprite Pack 1 move slower than they do?

nope. frame rate is set.

you could make it so that each row of images in the sprite are 4 of the same, and this would make it 4 times slower, but it would also reduce the frames to only 4 instead of 16, meaning jerky animations.

I want robotic legs.

It seems then that they cannot be made to appear as waves of water at all but pulses of energy or force of some kind.

All the other sprites are terrific.
