I seem to have lost a program which can see limbs within .dbo files, etc. but I can't remember the name of it. Can anyone give me a link to it?

edit: I think it also had a normal map inverter on the page

This is what I'm using. I can't remember if I ever used it on a dbo file. But it works fine with direct x files.
You have to place the file name inside the source and compile.
Then you can scan through the limbs by pressing 'L'.
Don't know if the program you are missing was in an editor form, but this does it's job as well.

That doesn't support .dbo (even when I type in "*.*" into the open field to show all filetypes, and try to load a dbo, it just stays on 0%). But I have found it like 10 mins after I posted this it is DBOChunkViewer it is on unwrap3d.com, and is a no-frills program to see all limbs, etc. in the file (highly useful).
