Is it possible that If the player shoots any civilian person player's health decrease? (if it is possible with scripts, can u post it?)

The loading time using Test Level button and the loading time after building the game and playing exe game is different?
In other words, I had made a level, when i test it using Test Level button it takes "1 min 46 sec" to load. After i build the game and play exe file, then is it loads in the same time as the test taked or more or less?

To take the players health when he shoots a civilian, you can use the condition SHOTDAMAGE=X and the action PLRSUBHEALTH=X.

Add a line to the civilians FPE file....

:shotdamge=1:plrsubhealth=100

or whatever value you want to subtract from the players health for shooting the civilian.

As for test loading times versus real loading times, the real loading times should be faster as a general rule, but if and how much faster depends on the engine version you are using. Later versions (updates) slowed the test load times and sped up the actual game load times.

Best.
