You didn't find any download, because:

Distribution of the efxMod 1.6 Series (and previous series) is not allowed at the moment.
Any distribution is, therefore, illegal.

At the moment, we're planning a re-release of a fixed, stable and improved version of efxMod, a new series.

(Besides the deffered shading system development within the FPSC engine)
