631 lights?? How big is the level?

I'd suggest trying to split the level in half, because by the sounds of it, it's huge. It is likely that FPSC simply cannot render that many lights.

I don't think it's actual lights, because I have a level with over 600 too and I certainly don't have 600+ light bulbs placed on my map. I also don't have 600+ entities on a level, so I've always wondered where that number comes from...

It's the sun light (a.k.a the ambience lighting when you turn it up) which makes the light amount almost double or triple, it's known in the setup as 'lightmapsun' fyi.
