Is there anyway to ensure that certain images are pasted on top or on the bottom when using the 'paste image' command?

Really the only way is to paste them in the order you want them to appear, with the topmost being the last one pasted.

You can define an array of some type to keep track of the priorities, and then paste them based on that.
