I am making a level editor and want the dgdk window in a portion of the screen, but also a menu at the side with buttons, textboxes etc. How would you do it?

Everything... It means you can use DarkGDK's commands from .net, so you can create whatever windows forms you want...

Do you think I should use c# or c++ still, (I heard c++ is becoming outdated compared to c#)?
