What do you mean by snap? There are many different kinds of snaps, well at least in 3ds max, there is the regular snap, which allows you to move objects and they snap to the grid lines, or angle snap which lets you rotate objects and it snaps every 10 degrees i think, so since you just said snap i will presume you are wanting the regular grid snap, this can be achieved by simply pressing the "s" key i think. There is probably a high chance that i have completely misunderstood you, but i have been using max for quite some time now so i think i could help you out with pretty much anything

i see, so you mean like the 3ds max collapse tool , that is what i use, see if there is a collapse tool in the edit poly sidebar

I use Blender, so it's a little different, but it's the same basic principle. I just press 's' for scale, then use numerical values and change it to 0. Then weld or remove doubles or whatever.

In Cinema 4D, all the snap settings are usually stored under the move tool attributes. I'm afraid I don't use 3DS Max, but I can imagine it might be in a similar place.

Do you mean Target Weld? Snap means that your cursor will jump to a number of different things like vertex or the grid... You CAN move vertices onto one another via snap, but they won't be welded, they will still both be there. Just making sure you know. Target Weld is found in Vertex Mode and should be one or two groups down, near Remove.
