1. No. FPSC doesn't provide that feature.

2. General Steps:

-Create an .ogg or .wav file, with the method of your choice

-Place it in the appropriate location, within the FPSC folder tree,

-Create/modify the appropriate .fpe or .fpi script to call the custom sound file.

Try a program called Audacity. It's free and can record anything as long as you have a mic.
