I dont see a command like
EZrotate object number, x angle, y angle, z angle

EZro_LY 45, this one keeps rolling the object 45 degrees every frame

i want it to rotate to 45 degrees once and stop there.

There is always one more imbecile than you counted on.

Have a look at the Axis Angles commands. When using axis angles, you define a heading direction of your object by specifying a global Y (turn) angle, and a global X angle (pitch). The z angle is used as a roll amount around that heading direction.
