Not bad thus far! To help the armor stand out a bit, put the objects that aren't a part of his physical body in a separate smoothing group so your modeling program doesn't try and smooth between those vertices. It should help distinguish things better.

If I was a riot poilce I would carry a Shark painted bean bag gun to neutralize the crowd. Also, where is his trusty shield and he might want some googles because people don't play nice.

Looks good, if it was upto me though I'd rotate and tweak those arm sections a little, especially near the elbows. The arms just look a little squished to me is all.

You have a lot of strange issues in your mesh proportion and anatomy wise, mainly anatomy, first of all I would think that that frontal chest plate like thing is supposed to actually be similar to the muscle structure of the body? In that case the pectoral muscles are very misshapen and squareish, if you look on some real images of people or anatomy references you'll notice that the pectorals are pretty small, only that a lot of more cartoony things and such likes to enhance them. Obviously you don't need to have the frontal plate in completely anatomically correct shape but really, it'd look a lot better if it was.
One area that I can see instantly needs some improvement is the arms, arms are quite tricky mainly just because they include the shoulders, and the shoulders include the deltoids, which I think are very important to include on a model such as this. First of all the entire lower part of the arm and a bit of the upper part has a slight twist to it, as you'll notice if you look at some reference, and the deltoid is missing as I noted before, which would make him waving his hand quite the chore.
Here's a model that I made for the competition, just the base mesh but I'm quite happy with the way it turned out, notice mostly the way the pectoral blends into the deltoid and the arm and how the arm sort of twists. Oh and the deltoid obviously.

Looks good though, it's nice to see your improvement on this board.
