Someone told me to look into it but nothing else. What exactly is it?

A set of functions which can be included by using #include <globstruct.h>

The functions can be accessed by using the g_pGlob pointer once the header file is included.

The functions are about DarkGDK internal stuff.

Actually it doesn't contain functions--at least not that I know of. Rather it contains the global variables used internally by DGDK/DBP such as the window handle, the handle to the application instance, handles to the various modules such as Basic3D, Input, Basic2D, etc if you're using DBP, and so on and so forth. It's used mostly in the creation of plugins.
