If you use a mod to make a game and want to sell that game, can you? Must you give royalty to the mod creator?

It depends. Mods that you buy, is usually yes, but mods that are free, you MUST look at the included readme.txt...

We're talking about royalties here.

If you bought the Mod, you're usually allowed to sell anything you make without paying any sort of royalty.
