I have GIMP but it says that it cannot read those.

you need the .dds plugin. Search for it, I can't remember the link

go to gimp.org and search in the plugin library(or whatever they call it).

If you have Photoshop, you can download plugin for dds by NVIDIA

if u don't, then try PAINT.NET. it is free and very useful and it fully capable of reading dds files

yea use paint.net. though it doesnt do glowing effects real well...
