I updated to v109 awhile ago from v1.
It didnt work and i had to reinstall
but I started up fpsc and It had all the 109 scripts and stuff
the one thing: the splash screen says V1, but the setup version file says v1.09.012

can I install mods?

You're somewhere in between the two. Before you reinstalled, you didn't delete the FPS Creator directory. When you reinstalled, the installer did not overwrite the newer files.

Either run the update again, or uninstall and delete the entire FPS Creator directory to start again.
