1) Update your video card drivers to the latest version available
2) Optimize your 3D card settings (turn Vsync off for more speed)
3) Use lower resolutions (higher resolutions means more bandwidth is needed and this is bad for older cards).
4) Use lower color depth (again a bandwidth issue on older cards).
5) Make sure you have the latest version of directX installed (currently that would be DirectX 9.0b)
These 5 tips don't just apply to DBPro, but any game that you want to play on your computer.
For DBPro specific tips...
1) Make sure you have "Sync Rate 0" in your program to give you even more speed (just help show its not a computer issue).
2) Use "Fastsync" instead of Sync
3) Use Patch 4.1 or greater on the retail version of DBPro
4) Optimise your code as much as possible (you want to do this in any language).
