You should really post this in the 3D Chat forum.

Anyway for most of above you will just need a decent modeling package. It depends how much you want to pay though, if you want the best get 3ds max or Maya. You may also want to create your own level editor to position your objects or you can just do this in your modeling package.

Yes i know about the True space being a graphic design software that would work, but to make a charector on that is really complicating. I have no clue how to get the stuff to work so i'm using that to make the simple objects like grass, cinderblocks, crates, and boxes. And if you would tell me but what excactly is Paint.Net capable of?

You would use Paint.NET to create textures and images for your game. By the sounds of things you are looking for an easier-to-use modeling solution, and I am not sure these is one. If you are actually after a more powerful modeler you could try Blender, but that is a lot more complicated to use than Truespace.

You need choose one of these options:

A) Learn to 3d model
B) Buy pre-made 3D models
C) Hire a 3D model artist

Truespace is overly complicated (I use Lightwave3D), and found Paint.net to be not very powerful. Get GIMP from Gimp.org, its far more powerful and its still free.
