I see you've got envelopes selected at the bottom there; deselect that and make sure your vertices don't belong to more than one vertex group.

As long as all the vertices are in a group, you should be fine. What Venge says is correct, turn off envelopes, and manually assign vertices to the correct vertex groups. You can also use Weight Painting mode ( ctrl-tab in object mode ).

I think I know what you mean. You only need to assign vertices to the limb that you want to move them -- the bone hierarchy will make sure that each bone moves where it's supposed to. Assigning foot vertices to the leg bones and the foot bones will make them move twice the distance they should, since they would be moved twice. If you've got the foot vertices assigned to another bone, such as the hip or something else, they will only move half as far when you move the leg, since the foot bone is moving but the hip isn't.

Perhaps I should have explained better.

This shows all the vertices assigned to the right.leg vertex group. Notice how it includes the lower leg and foot vertices, which is incorrect.

These vertices need to be removed from the right.leg group, by selecting them and clicking Remove when the right.leg group is selected in the Vertex Group drop-down list.

After removing the foot vertices from the right.bottom group and the entire leg from the right.pel group, the leg bends correctly.

On a rigging note: Add an extra edge loop to the knee and elbow areas, and include one loop to each bone forming the joint. This will allow for more realistic bending at the joints. Also, the pelvis bones do not need to control any vertices, since your middle.abs bone already includes the necessary vertices (and the entire upper body, as I just noticed. Make sure to remove the extra vertices from that group as well).

Thankyou for that so much i thought you need the vertex groups to tell the modifier what to change if you removed it how does it still work.

Ok im having some more problem which include this i cant connect the middle chest to the left and right chest.

Also the right arm isnt forming properly like the leg did but there isnt any verticies being shared.

Ive added the blender file in the attachment so you guys can have a better insite into it if you want to.
