this is for photoshop7 or image ready.

Now if i wanted to make a game like Dragon Warrior/Final Fantasy on the NES or SNES and need to make a map without drawing every thing by hand how would i make a file for some type of clip art
and i mean like grab this waterfall and repeat pasteing is where it needs to be or make a grass tile and start building.
i seen this be done on a training dvd but it does not work hotkeys will be helpfull.

You are talking about a tile editor.
You might look around for such an editor that will produce a final image. Myself, I will be creating the tool to do so. I would look into doing that but it's up to you.

I think what he means is a tile engine where you grab 1 piece of
an image (a tile) and paste it on a map that has already been defined
look at my code and tell me if this is what you mean it might not work but it will give you an idea on how to make a basic tile engine

Seriously - I do not know - and I should - me relative (who helps me alot) uses photoshop all the time -seriously mate I have no idea - ask someone more senior!

You need a map editor which has been mentioned. If you are repeating images in photoshop then you are not really saving memory so it's pointless (Although there is a way to convert the Photoshop image back into tiles using a special kind of map editor.) If you really want to repeat images in photoshop just turn the grid on and set it to 32*32 pixels.
