wat is a NIF file and what modeling program uses that format?

A .NIF file is used by The Elder Scrolls Morrowind, and The Elder Scrolls Oblivion, there is a plugin for Blender that lets you open and save them.

o ok thats wat i need to know plus that that is what i wanted to use them for but where will i find the pluggin?
