why is it that when I try to export this to a DirectX file then run the animation in DBC, It doesnt run it right, it just sorta scales the sphere huge

and YES, i have the animation set to be saved when I export the file

Is it bone animation? Then your out of luck. DBC does not support bone animation.

I dont think so, Blender supports armatures and bones (same thing arent they?) but I didnt use any

Blender's .x exporter is buggy, and they've yet to address the issue in newer versions.

Latch made a DBC exporter a while back:

I sometimes got some weird mirroring issues like if you rotate a limb in one direction in blender, it will rotate in the opposite direction along the same axis in DBC. He didn't seem to have the same problems though.

You can get some workable results if you play around with it a bit
