They need to be signed by Microsoft. So you can't use them even if you could edit them.

You can install a patch that removes the sign check.

they have programs to change themes and create your own. I have mine on now, Cost a pretty penny aswell. Great though.

I just use Alienware themes They're free and awesome. Making a custom theme would take forever.
