When I downloaded the V1.15 for FPSC it says that for windows vista I have to turn off the UAC; why does it have to be off?

Well, probably because it by default is installed on C:\ UAC and writing access by Non-Microsoft programs on C:\ Don't go well together. And there probably are some other issues with it as well, thus they recommend turning it off to ensure nothing corrupts.

And besides, UAC is so darn annoying I have it off by default

You Dont Have To Turn Anything Off

Right Click FPScreator And Run As Admin.

Alternately it may be possible to simply change permissions on the FPSC folder to allow read/write/execute for all users.
