You need a mod to do that with X9, There is only a few at the moment cause :

Wizmod went and then was turned into apple juice mod which is under development

Efx is under development
PLY mod is no more (As I hear)

I think Project Blue might have blur in it but bloom, mmm, I dunno.

Project Blue will support any full screen shader(s) that you give to it, though only one may be used at a time. I do, however, have a shader that provides both motion blur and bloom that works with the system in PB.

This feature won't be usable until v1.7 is released, however.
