Mods have many features. someone told me that mods also increase FPS and can maintain heavy levels. is it true that mods increase FPS?

Yes mods do increase the FPS if they have been programmed to do so.
Some of the mods that increase the FPS(as far as I know) are listed below in no particular order :

Horror Mod (v1.15)
Project Blue UM (v1.15)
S4Mod (v1.07-v1.09)
Stealth Mod (v1.15)
Fenix Mod (v1.15)

Well, from what I know Project Blue boosts performance in heavy levels but I don't know about others...

Yeah PBUM, Horror Mod and I think(not 100% sure) S4Mod can help FPS in heavy levels.

I think s4Mod does boost performance levels, but not as much as the new one like your Horror Mod and Project Blue.

I think you're right. When I started work on my current project I used the S4 mod but it was incompatible with the variable system implemented in the stock engine from v1.09 onwards - which is really limiting if you want to script alot or add in a cash system. I just bought the horror mod though and am really happy with the performance increase it gives. In some parts of my game (when using S4) I found that it really struggled and slowed to a crawl but was superfast in other places. So far I've not had that with the Horror Mod.

Some Mods target performance more than others, while others target features more than performance, and yet others balance between the two.

Project Blue has many performance improvements, however it also has many performance consuming features (such as more accurate lighting at the cost of executing additional ray casts) so the performance is not as high as it could be. But, the developers of PB will always look for further performance improvements, especially if a new feature demands it.

they do increase performance, the new efx 2009 will, as I have seen on youtube, mmm, there are a few other mods that increase performance aswell, dunno though

anyway

fenix mod does increase performance, but not as much as something like AJM (now dead) or other mods like that.

however, i'm pretty sure hockeykid is planning on increasing the fps for fenix mod.
