I just opened task manager and noticed im only using 5% to 20% CPU and all most all my RAM. Is my CPU speed being wasted? Or is that the level it should be at?

Just because something is loaded into memory doesn't mean there's anything currently being processed.

Processes only consume as much CPU as they need to. If the CPU usage was constantly at 100% it'd be a waste of power (and unnecessary heat).
