Without a mod handling it you would have to mess with the materials file. The RPG mod has a command called rpg_playerfootfall=
If it is equal to 0 then there are
no footfalls (walking sound). If it is equal to 1 then you will here footfalls. The default is 1 for my mod. You can also set this switch in the setup file. However, you could have footfalls and then when the player enters a particular zone you can turn the footfalls off. It is very easy to accomplish in the code. Takse all of a couple of minutes to add code for this.
