My comp doesn't suck, but it isn't top-o-the-line, and FPSC is REALLY REALLY slow with levels over one building. anything I can do in the settings to speed it up?

Your level design is extremely important as well.

1. Try and stay away from large open areas. Keep things squeezed and tight.
2. Don't use too many dynamic entities.
3. Try to limit your dynamic lighting. Dynamic lights really hurt FPS whereas static lighting has little to no effect on FPS.
4. MODS!!!

Speed has always been an issue for FPSC. You just have to improvise. Just try and work around it.

Signature's are stupid.
