Blender is awesome for terrains, so is wings 3d.
I think Milkshape has A terrain generator thats pretty cool

Heres a terrain I just generated in MS3d for you.
I can make a texture for it if you like.
You'll have to get it FPSC ready yourself.
Have fun! 8-D
