A friend told me that TGC may make an FPSC for PS3 or PSP. is this true, or was I hoodwinked into believing that the awesome possibility was true?

No, FPSC is only available on a Windows based machine, it will not run on PS1, 2 or 3, WII, DS, C64, XBox, Mac, Spectrum or anything made by Alan Sugar.
