I guess you could but you would have to double check with TGC

I have not read the license for awhile, but if memory serves...

Yes, you can modify and release in a commercial game project, but only in a game.

You can not sell the modified content as media outside of your game or to be extracted for use outside of your game.

So, you can modify the content for use in the games you create to sell.
But, you can not modify the content for any other commercial use without permission from TGC.

Read the license again to be sure. (I'm going to re-read it)

The following is extracted from page 95 of the manual... (but it doesn't talk about modified content)
Quote: "14 Selling Your Games Made in FPS Creator
Under the terms of the End User License Agreement (EULA), you can sell any games you make with FPS Creator V1.0.
You must ensure that the ODE Physics Licence is abided to. This licence can be found in the folder Files\Licence\License-bsd.txt
You must also ensure that the copyright of FPS Creator is clearly listed in your documentation as follows:
This game was created using FPS Creator. Copyright 2005 The Game Creators Ltd. All Rights Reserved. www.fpscreator.com
"

It is the End User License Agreement (EULA) that we need to look at.
Looking at the license link at the FPS Creator website, we can see that you are allowed to sell your games or even the modified source for the engine!
Exploring the FAQ section for 3D Models, we can see #4 allows you to modify the models for your games, without mention of commercial restrictions.
