If I make a model and subsurf it, will the subsurf model be exported or will the the model before I subsurfed be exported?

If it hasn't exploded yet, I haven't touched it.

It depends, if you don't apply the subsurf, then the old model will be exported. If you apply the subsurf, on the other hand, the subsurfed model will be exported.

Nachidno's right, but just in case, you do know that subsurfing drastically affects the poly rate. I'd suggest doing it on certain occasions such as certain normal maps for baking, otherwise it might be better to originally model it to look more smooth in the first place.
