The code included looks PERFECT (to me). Am I on crack?
This timer updates the player movement properly, but for reasons beyond me, the SET SPRITE FRAME seems to be going as fast as it can. Even if I set the timer to 10000 milliseconds, it will still flip between the 2 frames at the exact same FAST rate. There is nowhere else in my code that calls SET SPRITE FRAME, so I have NO F**ing clue why it's doing this. Please help.

(The code posted here is contained within a subroutine which is called from within a loop)

Typical mistake to make when using timers. I've done it many a time. Switch this:

IF (currenttime + walkdelay) > oldtime

for this:

IF currenttime > (oldtime + walkdelay)

them ol' bugs be bastards lad, oo arrghh.
