to run fpscx9 on vista, do the following-

run fps creator as admin
then you install model pack 21!

now it should work!
(you don't need to turn off UAC)

well , with the run as admin , turn off uac and you dont need to do that , I know you also said that you dont have to but its kinda anoying

I cant renember how to turn it off now , hmmm , I think it was in MSconfig. The quick was to open MSConfig is to use the start menu search.

to turn it of simple go
start>control panel>users accounts and family saftey>user accounts and the down the bottom turn uac off/on and thats vista basiclly same for xp just get to ure user accounts -part_bfl
