How far could my game go with partial nudity before it gets a mature rating? just a belly shirt (it's an aiko retexture, and the top blate above the breasts will be missing. is that considered partial nudity at all? uploading a screen of the unfinished character.

FPSC by default already has a mature rating. Check the homepage.

It would probably need your own rating considering the ESRB rates on a per-game basis.

The cost of getting one rated depends on how much you spend on creating your game. If you made it for under $20,000, a rating will cost about $800. Any more than that, it's $1,000. Per game.

The ESRB... a non profit organization? I call BS.

Non-profit just means that the corporation doesn't make a profit and all of the profit goes to the officers.

There are alternatives to ESRB, especially for indies.

I never really understood why FPSC was rated at all since it's not a game itself. I don't believe other game engines like Unity and UDK have an ESRB rating.
As far as the partial nudity, you're probably fine, M rated partial nudity is like Dead or Alive grade stuff

Unity Engine 2.6 is now available for FREE

There are some significant differences between FPSC and other game engines, probably the most significant being that you can't walk into a retail store and buy the Unity engine... at least I don't think so. I would imagine that the name "Shooter Creator" and the included content - weapons and blood - have something to do with it as well. Just a guess.

But like I said, I think something like TIGRS is a great alternative.

ESRB rating will at least cost you hundreds of dollars so don't go down that route unless you really mean it.

I agree, it is a waste when not needed.
Some distributors require it, so if you want to go through a Publisher and get it boxed for stores then you may need an ESRB rating.
If you plan to distribute it yourself via the web, then as Xplosys said TIGRS is all you need.
There is also the "Not Rated" option. FTW

That is the safest play, because then there is no reason for anyone to complain about nature of the content.
I am still trying to figure out how the human body went from a miraculous work of art to being something dirty.
And without procreation mankind would not exist, so I fail to see how a natural act necessary for our survival is dirty.
But I guess dirty minds have dirty perceptions and artists admire beauty.
To each his own, but yes a mature rating should cover your bases for showing a belly button. (belly buttons are sexy)
But I also fail to see how a belly button would be anything other than "E" for Everyone.
Okay beaches of the world we want no more bikinis and all of you guys put your shirts on before you jump in the ocean.
Heaven forbid someone see your scar from your umbilical cord.

And how is that worse than Viagra commercials being broadcast into your home?
Why is there so much concern over censorship in games when they show anything including women in their underwear in commercials?

It's all just a racket to get your money, so rate it yourself with TIGRS for free or don't even worry about it.
