I use Paint.NET cause it's free and iit's easy to use and you get great results with it!

Or Gimp is free, I would actually reccomend that over paint.net, its got more features.
I use Adobe Photoshop 8.0 (my Uncle gave it as an eeeaarlly Christmas Present)

I would recommend Macromedia, but it isn't free. But it has great features like creating Pictures,Movies,Games..etc

GIMP 2.0 That is by far the best for the cost (free). I would advise Maxon Cinema 4D, buts its a bit costly, although its worth it

You did notice the Plugins in their forums right?

I like Paint.NET's interface better than Gimp.

They both rock though because they were both started as open source projects, which explains them being free.
It is all a matter of what works best for you, so try out the free ones then try the free trials of the pricey ones.

I use Photoshop CS3, but its pricey, so you may wanna go with paint.net like CE said
