the load bsp command expects a wad file

LOAD BSP wad or pak name, bsp file name

so me thinks you need a wad file (get Wally)
then make sure to have wad textures you're using exported to the game dir

From my experience, all you need to do is copy the textures that were used by the original .X map file into the same directory as your BSP. But... and there is a but, you must remove the absolute path entries for all of the tectures in your .X file, so for example, if you have a texture definition that points to "c:/projects/myproject/bsptest/textures/floor.bmp", you must rename it to "floor.bmp" before compiling the .X file into a BSP. This was something I found ages ago when using the BSP/PVS Compiler that comes with DBPro.

Hope that helps
