I can't seem to get this fireworks decal to work I put the .bmp and the .fpe in the entity/generic/decal folder and the sound .wav file in the sounds/atmos folder, and it seems like everything is in order, but no fireworks.Scratching my head. If anyone with more experience with decals would take a look at the files, I sure would appreciate it.

You should have a folder in the "gamecore\decals" folder named "blue fireworks" with the two files - decal.dds and decalspec.txt

This folder is called by the fpe file on this line:
decal0 = blue fireworks

Look at the other decals and you'll see the pattern.

okay
I created a decalspec text document, and converted the 64 by 64 .bmp image to .dds with Dxtbmp, and added them to a gamecore/decals/blue fireworks folder. Well. now at least I can see something, but all is a get is a bunch of blurry blue flashes on a flat plane. Any thoughts? (why me?)

I'm confused. Your "decal.dds" (and it should be named just like that, it's the folder that gets the decals name) should be the actual decal image, not a 64x64 thumbnail.

It should be a 512x512 or 1024x1024 image, made up of 16 smaller images (4x4) of the decal images. If all you see is blur, it's perhaps because your tiny image is being stretched to the size of a decal.

So...
I converted the .dds to 1024 by 1024,voila! a clear image of the fireworks, however, it is still on a black plane. I thought...alpha! so using Dxtbmp I created an alpha channel (black). That got rid of the plane but now it looks like a cartoon fireworks. Here is a screenshot of what I have so far.

Well look at it this way. All you have to do now is fix the image.

It looks like you need to clean the image. Whatever program you used to remove the background left a good bit of it on there and stretching a 64x64 image to 1024x1024 is going to make it grainy.
