It seems not, but at least he's offering to pay, anyway Model Pack 1 and FPS-Files has a S.W.A.T character

I dont know much about X10 but model packs should work, I dont know about custom content

Depends on your project.

If its just for your personal use theres a bunch of this type of characters on 3d model sites you can download and rig for FPSC like the one shown attached.

If you want to distribute or sell your game then you should definately check out the new modern soldier pack coming from Errant AI.

Putting more emphasis on the "personal use" bit, those are ripped models and shouldn't be used in any other way.
