GIMP (free). If you want to pay for something, go for, mm, Photoshop, it's pricey, but worth (almost) every penny.

theres also a program called DXTBMP I find that it works good for exporting .dds files into .bmp and editing them, and it can also open up other image files and save them as .dds. It's also free.

To edit dds files you can use Paint-Net is free and very easy

ok i just tried it now i have another question how does a dds file work?
like for the blood decal how does it do that and can you make a health hud with a dds file?

Yes you can make a health hud with a dds file As for decals, like blood, smoke, etc. they have boxes in the file. Each box is a frame in the decal's 'animation'. You'd have to make a grid of however many frames you want it to be (4x4, 3x3, etc) and then paint in each frame. It is VERY tedious and difficult... There are certain decal tools you can find, not sure where. Do some searchin'.

o ok thanks and i wanted to make a health hud so i make the dds file save it in the right file then go to build game and globol script and find the ddl file and put it there. or do i have to script somthing
(i suck at scripting)

Yeah, it's in your languagebank folder called mygame, then setuplevel.fpi I think. You can edit things from there. For newbies like you, download the FPI editor; lifesaver.

ya i have that but all i no how to do is type how does it actually help me??? but i will prob figur that out later.
