How I can shoot color(download screen) to blue?

You change the values to have a higher B (blue) and a lower R (red) and G(green) value. However, that won't change the muzzlefalsh itself; you need to edit it in another application. See where it says muzzleflash = 11? Look in Flies\Gamecore\muzzleflash and edit that one so it's blue.
