You can't just include the dll with your application, for 2 reasons:
1) It's illegal
2) It won't work

You must distribute the directx redistributable with your application. The web installer version is only a few kilobytes.

The DLL seems to be in the downloads directory, so the file might have been corrupted during download. I'd try to remove all DirectX-related files from the downloads directory and try a local installation instead of the web installer. You can find the whole DirectX installation set in two places. On your computer, it is in the SDK directory, by default the path is:

C:\Program Files\Microsoft DirectX SDK (August 2007)\Redist\

Copy that to a pendrive and start the DXsetup on the other computer.

You can also download this redistributable set from the Microsoft web site, but it's already on your computer, so no need for a large download.

I hope this helps, it is difficult to solve an installation problem without actually sitting at that computer.

If you did a local installation, then I guess you have already tried this?

http://www.microsoft.com/downloads/details.aspx?FamilyID=cb7397f3-0949-487b-9247-8fee451bf952&displaylang=en

This exe unpacks the files that should have been in the Redist directory. If installation from this image does not work, I don't have more ideas... I'm sorry.

did you compile in release mode?
maybe the Dll is corrupt, you can tell them to download it from:

http://www.dll-files.com/dllindex/dll-files.shtml?d3dx9_35

which is not illegal... distributing your program with it, is in fact, illegal.

tell him/her to place it in the same folder the exe resides in.
