You can just create FX file using notepad, and load it in DBpro. Regarding what kind of video cards, it really depends on what version of vertex and pixel shader your FX file used. HLSL or Cg by NVidia is actually a C like language for shader programming. It will eventually compiled to the native assembly which the GPU will understand. In the FX file, you will also specified what version of vertex and pixel shader you want the compiler to target.
From what I know so far,
GeForce 3 has, VS 1.0, and PS 1.2
GeForce 4 has, VS 1.1, and PS 1.3
And if I am not mistaken, Radeon 9700 has, VS 1.2 and PS 2.0 ???
